[lsvr_accordion][lsvr_accordion_item title=”Objective”]The Bill of Rights Article 35 states that every citizen has a right to access of information held by the state and information held by any other person and required for the exercise or protection of any right or fundamental freedom.

Further Article 118 on public access and participation states that Parliament shall conduct its business in an open manner, and its sittings and those of its committees shall be open to the public and facilitate public participation and involvement in the legislative and other business of parliament and its committees.

Article 118(2) states precisely that parliament may not exclude the public, or any media, from any sitting unless in exceptional circumstances the relevant Speaker has determined that there are justifiable reasons for this exclusion.

It is on this basis that the honourable Speaker hosted 29 news reporters in Machakos County to a breakfast meeting to discuss several issues including how to enhance public information and service to the people of Machakos.
